Try entering single user mode
append a '-s' at the ned of the grub line starting with
kernel
and go to /dev and create the devices manually
cd /dev
MAKEDEV hd0 hd0s1
Also try to comment the entry for hd0s1 in /etc/fstab
Are you installing it on a real system or emulated/virtual system?
also it says

I would suggest you to try GNU snapshot see
http://www.pravi.co.nr/2006/09/07/now-i-have-a-complete-gnu-system-on-my-pc/
Or request an account at lily.nipl.net which runs a GNU/Hurd system
