Without ZWNJ (U200C) and ZWJ (U200D) above aim of proper rendering of Oriya conjucts may not be achieved. May see OT specifications.
These two are not any visible characters, but practically control characters. 

Using it from raghu.ttf or other, user has to install extra fonts. The mail/webpages composed with Utkalm.ttf may not render properly at destination/viewer end.

Including these is very easy, just by copying it from Raght.ttf or any other font, as no shaping is required.
