[Oriya-group] Oriya 'ba-phala' vs 'wa-phala' issue

In Unicode 4.0 -Oriya 
0B2C 'BA'
0B35 'VA'
0B71 'WA' 
three differenct letters has encoded.

But generally peoples use only 0B2C (BA) for all.

This is manageable when a stand-alone consonant 'ba' or 'va' or 'wa' comes in a word, but creates lot of problem with conjuct-sounds and transliterated text to/fro other Scripts (Hindi, Other Indic... English etc..).

Therefore I had proposed to activate 
the 'wa-phala' (glyph index 296) also, 
which is already included in Oriya OT font UTKALM.TTF 
from begining by Mr. Andy White (ori1UniMed.TTF).

This discussion is in line of that thread.

Please use 'za-phala', not 'ja-phala'. The issue was for 'za-phala' (0B4D+0B2F) not for 'ja-phala' (0B4D+0B1C). 

And everyone realised the fact that 'ya-phala' is 0B4D+0B5F.

In Ileap, Gist ... 'wophala' not used, but realised... they also tried to solve...issue perhaps pending...

In Srilipi ... lot of font in-compatibilty found among there different versions... no standardisation followed.

Other 8 bit fonts have much limitations... 

But Unicode OT has vast scope... other OR-OT drafts appears to include...
If we wait for their release, we have to follow them. If we have to include it, then the entire DATA has to be re-edited with extra manpower usage.

As everyone now realised. Quoting from your last mail :

As Rebati project's manpower is too limited, with a foresight I stress on this to avoid the apprehensive errors and duplicacy/triplicacy of jobs.

No any international linguist had avoided this fact. With a general commonsence everyone realise that :

swa = 0B38+0B4D+0B71, it never should be 0B38+0B4D+0B2C,i.e.=sba.
as in swaadhin, pakwa, svatva - should never be sbaadhin, pakba, sbatba.

mba = 0B2E+0B4D+0B2C, it never should be 0B2E+0B4D+0B71,i.e.=mwa.
as in Aamba, lambaa, - should never be Aamwa, lamwaa.
