On counter point may I put the fact :
Za (& Ya), Ra, LLa, (& La), Wa
are ABRGYA (means non-grouped) characters.
These are also called Ardha-Swara or Ardha-vyanjana or Dwi-Swara.
So, according to above statement these also should not have a Phalla form??
But Oriya has Ya-phala, Ra-Phala, La-Phala, LLa-Phala.
and these are used unanimously.
Would these are also not ZUKTIZUKTA (rational)???
May I seek Kind reply in clarification from the writer of the book or other linguists??

About the origin of these Non-grouped (ABARGYA) characters it is stated :
YA = vowel 'i'+'a'
Ra = vowel vocalic 'R'+'a'
La = vowel vocalic 'LL'+'a'
Wa = vowel vocalic 'u'+'a'
In orginal sahitya of KABI SAMRAT UPENDRA BHANJA use of 'wa' is found written in form of
vowel 'U+A'.

In Bengali scipt there was no 'wa' character, they have also now included it for international compatibility and making their script more phonetically scientific. Unicode encoded it at U09F1 (=BENGALI LETTER VA WITH LOWER DIAGONAL) which is originaly used in Assamese and Manipuri.
New generation of Orissa is much science-oriented, developing and advancing very fast towards excellence and global compatibility. They may decide this with their good logic.

I agree with your point that lot of conjucts make a script more complex. So I give preference for a linear Oriya Script, so that realisation of Oriya SMS on mobile phones, Speech to text etc. could be done easily.
