Microsoft's position on this is that Oriya is NOT SUPPORTED in Win XP. It is 
unlikely that some problems, such as the one related to the placement of 
anusvara, will be sorted out in the near future. If this is indeed the case 
then it would be futile to try to use Unicode Oriya on XP or any earlier 
version of Windows. However, I am told that support for Oriya will be 
available in Windows Vista.
