I downloaded the font above and compared it with the one installed on
my machine.  They were identical.

I investigated the font using fontforge and our own font utility.  The
Utkal font generates the conjuncts KTA, NTA, PTA, STA, which are
rendered correctly by m17n-edit, with the "blws" feature.  However,
the Utkal font generates the conjunct TTA with the "pres" feature.
That is why m17n-edit fails to render TTA.

Of course I can modify our rendering component so that it matches this
specification, but is it really what you intended?  Shouldn't TTA be
generated with "blws" like other *TA conjuncts?
