[Oriya-group] Foundation proposal to TDIL

Hello,
  A proposal is being submitted to TDIL for forming a
foundation to support swatantra-source computing in
Indian languages. An outline of the proposal is

Please send me any comments. Also let me know if you
have been active in localization work, and would
like to be listed as an investigator, which would
mean committing to doing some work. Please note that
being an investigator is not a requirement for
working with the foundation.
