Regarding 'ya' phalaa:

The right use of conjuncts with 'ya' (0b5f) only. Since 1988 (pre-iscii) 'ya' is only being used in all Oriya Softwares (Srilipi-modular, CDAC, Akruti, APS, .....)

The Unicode.org also clarified it at :
http://groups.yahoo.com/group/Orissa-IT/links/Oriya Unicode conjucnts rules
http://www.unicode.org/versions/Unicode4.0.0/ch09.pdf#G10153

Everyone use in Oriya as :
Ja = 0B1C
Za = 0B2F
ya = 0B5F

Microsoft's Oriya conjuct exmaples in
http://www.microsoft.com/typography/otfntdev/indicot/features.aspx
are wrong and perhaps by mistake by confusing with Devanagari placement.
(placement toggled in Unicode encodings as
Devanagari 'ya' at 092F, and Devanagari 'za' at 095F
whereas Oriya 'za' at 092F, and Oriya 'ya' at 095F)

Unicode.org aware of this, but has to scrictly follow the 'stability policy'.

I request Microsoft to check and correct it.

As 'Rajya' word never be pronounciated as 'Rajza'.

Regarding 'wa'phalaa

We agree that there is some confusion.

In Oriya Everyone uses as:
ba = 0B2C
va = 0B35
wa = 0B71

Some Oriya scholars view is:
"Orissa was under Begali province before 01.04.1940 and there was anti-Oriya revolution "Oriya Eka Swatantra Bhaashsaa noy", so with pressure of Bengali the use of "va = 0B35 and wa = 0B71" was gone limited. Following Bengali pronounciation use of only 'ba = 0B2C" for all purposes spreaded but wrongly."

The 1930's great lexicon "Poornachandra Bhaashaakose" shows uses of "wa = 0B71" clearly.

The "Chabila Madhu Barnabodh" Largest selling Oriya primary book by "Orissa book Emporium, Cuttack-2" shows clear difference between 'ba' and 'wa' conjuncts. Most of the conjucts are formed with 'wa'-phalaa, (as in Swati, Pakwa Dwija..., these never be Sbati, Pakba, Dbija...,
Only m+ba (as in Amba) is 'ba'-phalaa, it never be 'Amwa'.

So the primary Uktal font developer Mr. Andy White rightly included two separate "ba-phalaa" and "wa-phalla" in it's initial form.

Technology develper's must have a greater aim to guide the community/society for betterment, instead of blindly following the errors.

Science and Technology should aim for benefit of community.

Some such solution suitable to all and having 'no objection' from all has to be find out.

With regards.

Hariram
