The confusion seems to be cleared now
I was also thinking the same. But I just needed a confirmation for the same. Regarding the 'ya' phala we will change it to ya = U+0B5F
But regarding 'wa' phala I will suggest it to keep as wa = U+0B71. As va = U+0B35 may sometime may create a confusion between ba = U+0B2C. As a majority of people are comfortable with wa = U+0B71. And va is also not included in the inscript layout currently. But it is not a big problem. Till I think that to avoid the confusion in later cicumstance we should keep it as wa.
Beside that I just want to discuss about one problem that I noticed earlier. Combination of wa with any dependant vowel sign generates a rendering problem. I am typing two three words for example:
ନେଟୱାର୍କ (network)
ୱେବ (web)
ୱିଣ୍ଡୋ (window)
So, I think we have to define individual rules for 'wa' phala. The common rule of combining dependant vowel is not working here.
The Unicode.org also clarified it at :

This link doesn't contain any information. May be the file is missing.
Regards,
Subhransu
