Thanks, this may please be implimented early in Utkal, Samyak, Raghu all OT fonts, so that present flow of Oriya localisation/content creation can be expedited. Updated fonts may kindly be released soon.

But as it is already encoded in Unicode, U+0B35 also must be kept for purpose of advanced lexical, NLP, Transliteration from other languages.

In my view the simple solve is:
Same Glyph substitution, and glyph positioning rules for U+0B71 are to be set in OT font, which are set for U+0B2C, where it is followed by dependent vowels.

As
Phalaa = Dependent Consonant
In my view the simple solve is:
for this separate 'ba'-phalaa and 'wa'-phalaa are created and placed in Original Oriya OT for developed by Mr. Andy White. The shape of 'ba'-phalaa and 'wa'-phalaa was rightly set almost same, only difference is a small dot inside the 'wa'-phalla, which was rarely visible.
As presently the most necessary part of development is that
a most suitable harmony must be kept between
- the tradtional form users display
and
- technical needs for Internal processing of Computer
Same Glyph substitution, and glyph positioning rules for U+0B71 may be set in OT font, which are set for U+0B2C, but it is rarely followed by any dependent consonant. (I found no such example).
Therefore
by this people will find same traditional rendering output with
halant+ba (U+0B4D+0B2C) for 'Amba'
and
halant+wa (U+0B4D+0B71) for 'Swara'
and
Comupter's Internal processing will deal/store/process both separetely.
There will be "no objection" at any level. Everyone will be pleased and prosper.
