[Oriya-group] About Isshar Character !

                    Hello Sir

I just need to reconfirm about putting the ISSHAR character (U+0B70) in the inscript key map. As it is a single character in Unicode chart, so I don't think it would be good idea to generate it with the combination of two characters as some other keymaps do !

If nobody has any objection, we can put it in the position of "~" as decided by the community earlier. If we don't do so then we may need to request the font developers to define new rule for it, which can lead some complexity later.
