I have done some work on this some time before and it's available at
http://www.linuxense.com/oss/rachana/

If you look closely, the number of actual glyphs are quite small, most
of the "kotaksharam"s can be generated from quite small no of glyphs,
but you have to use GPOS feature extensively to position the glyphs
properly.
