I thought, even in "Stallmanu" one has to use NA + virama + ZWNJ. Is
that correct? Or is it as follows [which I believe is what you are
implying]:

1. when na+virama ends a word, using NA + virama is sufficient, and
2. when na+virama+another_consonant is required, we have to use NA +
virama +  ZWNJ + the_other_consonant.

What I meant was, in a document conforming to the Unicode standard, a
chillu_forming_consonant+virama should never occur unless followed by
another consonant, a ZWJ, or a ZWNJ. i.e.,
chillu_forming_consonant+virama shouldn't end a word. Perhaps I'm wrong
about this and this should indeed be rendered as the consonant followed
by virama [which is the most natural thing to do consistent with the
treatment of non-chillu-forming consonants]. If that is the case, a
clarification in the Unicode book might be helpful. Lack of this seems
to be the root of all the confusion.
