IMHO,  you are  wrong.  Or, mMay  be, it  might  even be  that we  are
speaking the  same thing using different terminology.  Anyway, look at
the attached png for chillu-forming  consonants ending a word. I can't
get non  `nu' characters  in stallmanu to  render reasonably  here; so
look at the last two glyphs in `manushyanu'.

While agreeing that a change in the unicode book will be a good thing,
so far,  nobody ever understood  things any differently from  what you
(Vinod)  has been saying.   Even the  earlier articulations  in public
lists   have    been   in   favour   of    different   rendering   for
cons+chandrakkala+zwj and conz+chandrakkala.

BTW, my teacher in school used to  say that in usage, you should add a
`ukaram' when cons+chandrakkala ends a word.
