They are based in Mumbai, and apparently consists of
people in the academia (specifically VJTI, an
engineering college). They have a live GNU/Linux CD
called gnubhaaratii.

They have also done some project for Govt. of
Maharashtra for converting documents from legacy fonts
to Unicode.

It may be useful to get in touch/work with them, as
they seem to be quite active right now.
